This article on dataflow limitations mentions that 'A Power BI Premium subscription is required in order to refresh more than 10 dataflows cross workspace'. I'm unsure what this means as it seems to me there are multiple ways to interpret this:
Is the 10 limit across the entire tenant? For a given user? Or within a series of related dataflows?
How does the premium subscription apply where a premium capacity is in place? Does it mean if a there is any premium subscription for the tenant this restriction doesn't apply? Or does it not apply if a single dataflow within a chain is hosted in a workspace in a premium capacity? Or does it have to be all of them?

As far as I understand it, a premium subscription is required to refresh more than ten dataflows from different workspaces. This limitation apply to refreshes across all workspaces in one tenant. The maximum number of refreshes for premium capacity is 48 times per day. Glad to see different insights.

thanks @collinq , unfortunately just raises more questions. The specific semantics of @v-angzheng-msft's reply seem to imply that we can only have 10 different workspaces where dataflows are refreshed at all, rather than dataflows where another dataflow from a different workspace is used as a source. I think MS could do with clarifying their position on this as it seems overly limited imo
