What do we make of Public Preview features with no GA date?

I'm interested in putting App versions for different audiences into production, but this appears to be indefinitely in public preview. 

While I am curious about this specific feature, I'm wondering generally what it means when a feature is put on the release plan with a Public Preview date and no GA date.

In the case of app versions, it was part of the 2022 release wave 1 without a GA date. It is not included or tracked anywhere on release wave 2, which covers out to March 2023. Is it safe to say that app versions won't be in GA until April 2023 at the absolute earliest?
