Web URL Button Action Not Working in Dashboards

I've inserted a Help button in a report (on top of a Card visual), set its Type to 'Web URL', specified a Web URL (pointing at another report), and added a tooltip. I've then uploaded that .pbix to a workspace's OneDrive, then "imported" the report using the Get Data feature. Clicking on the Help button navigates to the URL I've specified, as expected (i.e., no Z-order issue). However, if I now pin the whole report page to a dashboard, then click on the Help button, it doesn't navigate to the URL. The tooltip is showing fine when hovering the Help button. Is it a bug, or Power BI Service doesn't fully support that feature quite yet?
