Way to create report directly from dataflow

Q.1 Section talks about creating first dataset from dataflow to create a dataflow. https://learn.microsoft.com/en-us/power-bi/transform-model/dataflows/dataflows-configure-consume#con... Is this the only way ? 

 

Q.2 Is it possible to create dataset from multiple datasets ?

Q1:

As far as I know, there are no other options.

Q2:

One report is contained in a single workspace. It can be associated with multiple dashboards within that workspace. Tiles pinned from that one report can appear on multiple dashboards. However, it can be created only using data from one dataset. While Power BI Desktop can combine more than one data source into a single dataset in a report, you may import that report into Power BI.
