I have a report (Import type) that I recently scheduled to update on a daily basis. The report has a card containing that reports the Refresh Date based on a field in the underlying SQL Server data table. After the daily refresh completes, this card is showing the updated the Refresh Date without manual intervention (clicking the "Refresh" button in the top panel or filtering in the page). Note, the Refresh Date card is reporting an underlying calculated measure and other cards in the report are automatically refresh. Is there some way to avoid having to explain to the users that they will need to interact with the page or hit Refresh to update the data? It is not otherwise obvious on the page that the data is not showing as up-to-date.

I am afraid that the refresh could not work automatically to show the update report, the users do need to refresh the web or visual or any other things to show the update report manually due to the refresh in Power BI is refresh for the dataset, you could refer to below link to explain more to your users:
