Visuals Not Loading On PBI Service Unless "Refresh Visuals" on top right is hit.

Since you've already removed filters and slicers before publishing and you're still seeing the bottom visuals not load in the service, this does point toward Power BI Service's rendering optimizations as a likely factor. Unfortunately, there aren’t currently exposed settings that allow you to control or disable those optimizations at the report or page level.
Here are a few approaches that might help :
* You can split the visuals across multiple pages if possible. Moving some of the visuals (especially the ones at the bottom) to a new page can reduce the rendering load and improve consistency.
* You can use bookmarks with page navigation, if your design allows, showing one client or metric at a time via bookmarks or buttons can reduce the number of visuals that need to load at once.
* Reduce the number of visuals or visuals with complex measures on a single page if certain visuals involve heavy calculations or large datasets (especially from SharePoint), they may be timing out or deprioritized.
* Consider switching to import mode if you’re using DirectQuery or SharePoint Online folders as import mode can help with visual stability, especially for client-facing reports.
