Visual control of a filter

Is it possible for a visual to affect what is displayed in a filter?  Here's the scenario - I have a bar chart of various data points broken down by State.  I have other visuals on the report, and they react just fine when I click one of the states in the bar chart.  I also have a couple of filters on the report.  The filters are not affected when I click a state in the bar chart.  In other words, I have a filter for state and a filter for city - they continue to show the same values regardless of what is selected in the visualization.  I don't want to have a visual by the city - it's too busy.  I'd like the filter for the city to only display the cities in the state that was selected in the bar chart, and then if you want to see each individual city's numbers, you can use the filter for that to affect the bar chart.  When I click the state in the bar chart, the city filter continues to show every city in the dataset.  The only way to cull down the cities listed in the city filter is to add a state filter and click the state in it - takes up valuable real estate on the page and makes the user make an extra click.  Any suggestions?
