Viewing Report on a dedicated capacity(EM1)

We publish report to a Report on a dedicated capacity(EM1). 

We added the report directly in a Team and we also added to a SharePoint Site Page via the Web Part.

Users with PowerBi Pro work perfectly, but user without it doesn’t work, we need to enable the Free Power BI to enable the user to see the report, once it works,  we can disable the Free Power BI and it always works evens for new report. It like that a user need to be initial in the PowerBi environment.

    Hi Bistro45 ，

    I think you might not add the users to access list of the report. Embedding a report in SharePoint Online doesn't automatically give users permission to view the report - you need to set view permissions in Power BI.  You could list the user as a member of the workspace within the Power BI service and the SharePoint page.
