Variables in a Slicer not showing for some users

Thank you for reaching out to Microsoft Fabric Community.
Since RLS only applies to country and not segment, the issue might be caused by:
- Power BI remembers user selections even after updates, so ask the users to click Reset to Default in power bi service to clear any cached settings and see the latest version.
- Even if segment-related filters were removed, a hidden page-level or report-level filter might still be affecting the Detail tab. Check the Filter Pane for any active filters and confirm that no filters are applied at the visual level in the Detail tab.
- Manually refresh the dataset and republish the report to remove any old cached versions. And ask the affected users to clear their browser cache and sign out/sign in to Power BI Service.

i do have RLS on but only for Country not segment which this slicer controls
i did think it was RLS related but what is strange is the following:
2 weeks ago when i first created the report my stakeholder only wnated to see Ent so I filtered out MB and SB
then they wanted MB as well as ENT so i allowed for MB and ENT in the filter--after publishing they could still only see ENT so i took off all segment related filetrs so they could see MB,SB and ENT, whcih after publishing they could
yesterday in a summary tab they can see all but on a detail
tab they can still only see ENT
