We are trying to create a new virtual network gateway to create a connection between a premium workspace and an Azure hosted database. This has worked fine in the past, but now there is a new "License capacity -> select a license capacity" dropdown that is empty for us (the resource/subnet etc from Azure is all fine and can be selected correctly). We don't have Premium Capacity, only Premium Per User licenses. We only pay for PPU for this feature. Has this gone away? Or is there just a problem in this dialogue?

Not really, you can create an Azure VM in the vnet, install Data Gateway, then set the report refresh to use the gateway on the VM.
Or, use an on-premise machine to use a gateway.

I understand that, but it hasn't been specifically announced that VNet gateways are no longer available for PPU although I appreciate it's implied in some of the wording.
We have 30 users on PPU specifically for the VNet gateway and the switch from PPU to Premium Capacity is totally unaffordable for us ($600 -> $5000+/mth). The only solution would be to move our Azure database out of a virtual network to be able to run PBI against it 🙄
