Using Power BI to consolidate many reporting sites

We have an application installed at 40 state facilities that each have their own database and set of SSRS reports.  The overseeing state authorities would like a way to run reports that show a consolidated summary of all 40 facilities.  One option for us is to create a consolidated database with a set of these reports on another server.  This would also involve creating the processes to push the data up from each facility to the central database.  Before we even start estimating that effort I wanted to see if Power BI was capable of handling something like this.  Can anyone tell me if they have use it to do a consolidation like this and whether it supports 40 (or more) gateway direct query data sources in the same report(s)?  Also, I did a preliminary test of just two gateway data sources and found that if each were shown in a separate area of the report, they would refresh as expected.  However, when I created a third data source by appending the second to the first, this new data source did not refresh as expected.  So, question number two is whether there is a way to combine 40 data sources into a single data source and have it refresh accurately.
