Using APP to share Reports from PPU to PRO users. Works for some PRO users but not not all

I did but there seems to be 2 camps. Many users just accept tha PPU capacity means PPU license is required in all cases wheras myself and a few others seem to believe, in the past at least, when you publish through the APP and not the workspace, PRO or even Free licenses users could access the reports.
With all the reading I have done, its clear that no single MS page explains all aspects of this the same way or very well but my guess is, if/when I ask official support, they are going to state PPU capacity reports cannot be viewed (even through app publishing) PRO users. I think the root of my cofusion is that the term "Premium Capacity" really means Fabric "F-SKU" (i.e. Fabric F64 or better) and excludes "Premium Per-User P-SKU". So the term "Premium capacity" is vague and misleading as they should just use the term Fabric capactiy.
