I trying to help my customer's questions obout few issues. His business doesn’t have office 365 but want to purchase PowerBI for 3 users. Can they purchase and manage licenses without Office 365? ...

1. Yes, you can purchase Pro power BI licences without having Office365.
2. No, you do not need an Azure AD
3. Yes all three will need Pro licences, Free licences are only useful for sharing from a Premium Capacity licence.
