For a few weeks now, we have had a visual in a Power BI app, that seems to require somesort of workspace access in order for a user to view it. The app is open to the whole organization via a security group. The visual is a simple line chart. I have app access and workspace access so I can see the below chart.
However, if I view the same visual with an account without workspace access, I see this instead:
If I apply workspace view access to the account above that previously didn't have workspace access I can see the visual just fine:
If I remove the workspace view access, that account can't view the visual again:
Has there been a change to how Power BI security works or is this a bug?

Could you confirm that the users have got the read permissions on the underlying dataset?
It does appear that could be the cause?
@GilbertQ Yes, on the dataset the all employee security group has the 'App' Permission.
