Users cannot see scorecard in Power BI App

We have created scorecards and want to publish to our app

1. we manage permissions via the app / AD groups and try not to share directly from workspace
2. when we publish the scorecard to the app, users get an access error for the scorecards (everything else works)
3. if I explicitly share the scorecard from the workspace to a user, then they can see in the app, but others cannot. If I try to add the AD group it will not accept it
4. we have setup default permissions to the scorecard.
5. There does not seem to be a way to share the scorecard to a security group

Question: Is there a way to publish a scorecard to the app, without giving explicit permissions to our workspace?

(I had a look on forum and could not see anything similar)
