Users can't view reports

Hi Laura_May - In Power BI, having your report in a Premium Capacity workspace indeed enables sharing with users who do not have a Power BI license. 

Verify that the workspace hosting the report is indeed Premium Per Capacity. You can check this in the Power BI Admin Portal:
Go to Admin Portal > Capacity settings.
Ensure your workspace is linked to a capacity listed under Premium Per Capacity.

If you're not using Apps, create a Power BI App from the report and share the app with the users.

Confirm that they are accessing the report via a method supported by Premium Per Capacity, such as an App.

Check user permissions:

Go to the workspace in the Power BI Service.

Under Access, ensure that the users are added with at least "Viewer" access.

Only P SKUs and F SKUs F64 or larger allow users with a Microsoft Fabric free license who have Viewer role on the workspace containing the content to consume Power BI apps and shared content in the Power BI service. Smaller F SKUs require a Pro license to consume Power BI content.

If the report is in Premium Capacity Workspace (F64 SKU or larger), users without Power BI license will be able to view the reports.

If users are not able to view the report, then there might be some permission issue. Please ensure i) they are given viewer access and ii) if there is a row level security implemented, then user should be added into the correct roles.
