Users being asked for a Pro Licence to create subscriptions in a F128 Fabric Capacity
Fabric capacity does not replace Pro for user actions like creating subscriptions.
Subscriptions are considered a content creation / automation feature, which still requires:
Power BI Pro, or
Power BI Premium Per User (PPU)
Capacity only removes the viewer license requirement, not authoring features.
Previously we had a Premium Capacity P1 licence with Power BI Free for our users to consume data including creating and managing their own subscriptions.
We moved to a Fabric F128 and Microsoft Fabric (Free) licence for our users around May/June last year, and although they were able to create subscritions initially as they had done before, in the last month some users are now being told they need a Pro Licence.
However, one user who was previously given this message, is now able to create subscriptions, which further confuses this issue.
So my question is, with the move to Fabric, have we moved to an environment which now offers less functionality for our users, or if we want users to be able to create subscriptions we need to buy Pro Licences for them?

Hi AlanFindlay,
I encountered the same thing in my environment. What we eventually figured out is that users without pro licenses can create subscritpions for themselves, but not for others unless they are a Member or Admin in the workspace, at which point they can create subscriptions for others as well without a pro license.

Thanks tayloramy for the response.
Unfortunately, our users cannot create subscriptions for themselves at this point.
