Users able to get an App from AppSource

Hi All, I am having an issue with users being able to add Power BI apps from AppSource.  These users do not have the rights to add a workspace but AppSource allows them to add the apps and the works...

Thank you for the suggestion.

 

That was the first thing I checked.  As you can see they are disabled or enabled for the same subset we allow to create workspaces.  These users are not in that group.

      Sent I the wrong display   I did find my issue there was a second group under the Create template organizational apps. I will have to look into the logs to see who added the second group.
