UserCulture has no effect on numbers and dates

I am working on an embedded report

Although the UserCulture is set correctly (de-DE), Power BI is using en-US for numbers and dates.
What can be the cause?
What can I do to fix it?

Hi. I think unless you specifically write the format for each measure, the engine will reponse with the Browser language adapting separators, decimals and dates. There is a setting for the logged user at: https://app.powerbi.com/user/user-settings/general?experience=power-bi

However I think it's for the logged user. 

You should try writing a custom format property for the measure at Power Bi Desktop. That could work.

So I would aspect my browser language (German) to have effect on all numbers and dates.
