A user that had visited a workspace in a Premium capacity is now getting prompts to upgrade to Power BI Pro. Oddly, she can get to a paginated report in the workspace, but not the Power BI reports which she's been visiting for months. This workspace is NOT premium per user. It's in a Premium capacity. The user is a Viewer and I've gone through the suggested steps here: Solved: Premium Workspace Prompt for Pro License - Microsoft Power BI Community with no change.

I resolved this by removing the workspace from the Premium Capacity and then re-adding it.
