User receives message - Signup for microsoft power bi disabled

Hello all,

I have a user that has a Power BI Pro license assigned in our O365 tenant. Usually that's enough to get a user into the Power BI Pro site but he's receiving an error message that Signup for Micrsoft Power BI is disabled. When I ran a google search, the article that discusses disabling users from signing up for Power BI Free came up. But we are not stopping our users from signing up. Furthermore, if he has a Pro license, what else could be causing this error to come up?

I believe that Power BI for O365 and Power BI "2.0" are technically two different licenses. I need to check on that but that might be the issue.
