User or group access limit for DATASET

No, the sharing mechanism is not the same for Datasets as it is for Apps.

An App has a list of users or groups it is shared with, entered when the app is created or managed. That list has a user interface limit of 100 items, but as those items can be groups that does not limit the numbers that an App can be shared with. You simply create large groups and share it with those groups.

Sharing access to a Dataset can be done in many ways, for different reasons.

Sharing access to a Report, grants the recipient access to the database, with optional "build" rights. A link to share access can be generated that can be used by the entire organisation. You can share with groups and you can share with individuals.  You can also share a Dataset directly. In all cases the user interface is different from apps, you can enter groups, user names, or generate links and this can be done multiple times.

Unless you have a Premium Capacity licence, I would expect the limit is the number of licences you have rather than any theoretical number you can share with.

Out of interest, why does this matter to you ? Have you come up against a limit or do you have a large number (10,000+ ) to share with ?
