User not able to view report

Hello, i am facing this situation   If a semantic model is in workspace X and the report is in workspace Y, and I give user Z Viewer role access to Y. I was expecting user Z shoud be able to view ...

    Thanks for posting your query in microsoft fabric comunity forum.

    Power BI UI doesn’t explicitly call it "Read" permission for semantic models (datasets). Instead, the permission you assign is called "Build", and it encompasses both read and create derivative content (like building reports).

    • Power BI Permission can Build Allows users to connect to the dataset, read data, and create new content from it (reports, etc.).
    • Viewer role in workspace can Grants read access to all datasets/reports in the workspace — but only within that workspace.

    But No "Read" permission, in Power BI doesn’t expose a “read-only” dataset-level permission via the UI — only Build.

    To Give "Read" (really:Build) Permission on a Semantic Model:

    Go to Workspace X (where the semantic model lives), then find the dataset / semantic model, and click the More
    options (⋯) next to it, then choose Manage permissions and Click + Add user then Enter the name/email of user
    Z. now In the permissions box, check: check Build then click Add.
