Hi team,
We have created the power bi reports using dataset using Desktop app by the Pro license user. Once it is published. The user have power BI free license not able to access the report.

If you publish with pro that will publish on Microsoft's shared capacity, and only users with pro licences can view it.
If you have Premium Per User then you can promote a workspace to a PPU capacity, but PPU licences are required to view the content.
If you have a P1 or greater for F64 or greater, if the workspace is assigned to the capacity, users with free licences can view the reports

I think it depends on your capcity, which needs to be F64 or higher for free users to be able to view Pro content.
