we have an issue where the user has created reports within Service and not on desktop
Then now want to transfer these reports to another tenant.
We cant copy the reports because you can only do that to the same tenant
we cant export the pbix file because that option doesnt exist (We have been made contributors in the app workspace)
Is there anything else we can do to help them move these reports
Ive already made the point that they should have been created in power BI Desktop

If you grant your account in your first tenant access to your second tenant by sharing a workspace you can share reports. As far as I know,there is no migration of reports between tenants other than downloading the PBIX file and publishing to the new tenant.
And report created on the service could not download pbix file.

we had a call with Microsoft and they established that without that pbix file you can't do this which I think is fair because the reccomendation is to create reports in a pbix file.
You should be able to download the .pbix when you view the report within its workspace (rather than in the associated app).
Apparently thats not available, Not even for the admin. We assume its because he has created everything straight in service
