User cannot connect to Power BI datasets from Excel

Impactful IndividualIs this user maybe missing "build" permissions on the dataset?
He is in the same security group as the rest of the organization which we use to distribute access to Power Bi. So it must be some other issue.

Is he missing a license maybe?
No he has a PPU License as the rest of the org. He can still access all reports in the service, however when we try co connect to them from Excel nothing shows up.
