User bookmarks not updated with changes in report
When I, as the publisher of my report, modify an existing report in the Power BI online service by publishing a report, my users' bookmarks will continue to work. That's fine. However, if, for example, I've added or modified an additional filter in the filter pane, after publishing these changes, the old filters will still apply to users in the bookmarks they created before the updates. Neither we nor the users can see which bookmarks are no longer up-to-date, and they won't know they're viewing incorrect information. This is a major problem.

Power BI keeps personal bookmarks and persistent filters turned on by default because it’s built mainly for self service use, where users expect their saved views to stay exactly as they left them. it’s about flexibility and user convenience. However, in more controlled or enterprise environments, this can create a risk if report filters are changed later, since old personal bookmarks won’t update and users may see outdated results without realizing it. Because there’s no built in way to refresh or invalidate those bookmarks, organizations that need stricter control usually disable persistent filters and rely on report level bookmarks instead.

Personal bookmarks store the full filter state at the time they are created:
-
Page filters
-
Visual-level filters
-
Slicer selections
-
Visibility states
When you later add a new filter, change an existing filter, modify filter defaults existing personal bookmarks do not inherit or reconcile those changes.
There is no way to invalidate or migrate existing personal bookmarks or force personal bookmarks to re-evaluate new filters.
Instead of that you should use report-level bookmarks instead of personal ones and disable persistent filters to be safe.

Thanx for the reply! If this is the answer, we wonder why in Power BI this feauture is on an 'always-on' mode unless...shouldn't it be 'always-off, unless...' ....i think many users and organization aren't aware of this risk of seeing not up-to-date information.
