We have developed list of dashboard, that will be integrated in a website.
Requirement:
1.It will have a single sign on to log-in to the website by various users.
2. User level restriction will be defined (RLS) for each user, and datas in the dashboard will be projected accordingly.
Now the question is:
1. Does each user needs power bi licence to view the dashboards? please elaborate?

The first thing that needs to be determined is which approach you choose to take to integrate the dashboard into the website. It is then possible to determine whether the relevant license is required to access the dashboard.
Typically, if you don't have a Premium license, then the user's license depends on the content creator's license. e.g., if the creator is a Pro license, then the accessing user needs a Pro license. If the creator is a PPU license, then the accessing user needs a PPU license. If you have a Premium license, and the content you create is located in a Premium workspace, even free users can access the content you share.
