Usage Metrics Not Showing for Dashboards

The Dashboard Usage Metrics report is only showing my personal usage statistics, not the usage statsitics of other users who are viewing the dashboards (yes, we've tested it).  However, the Report Usage Metrics report is showing usage statistics for all of our users.  I have admin privileges and our reports and dashboards are distributed through Power BI Apps.  Does anyone have any knowledge of what might be preventing the Dashboard Usage Metrics report from displaying usage statistics from all of our users?  Thanks.
