Uploading PowerBI Service report and viceversa?

Hello community!
I do not have any experience with this reporting tool....and our customer has Power Bi premium (cloud version) and I need to develop some reports for them.
Is it possible to design reports locally using "Power BI Report Builder" app and upload them in the production environment (cloud) later?

Hope you can point me in the right direction.

Yes..Thats basically the common development process.

You will need either:

- Power BI Desktop (common tool)

- Power BI Report builder ( for Paginated Report)

Once done, you can publish to the cloud.
