Upload PBIX file but only DataSet appears, no Report

I'm trying to load a upload a PBIX file (Local File via Get Data -> Create Content option) to my workspace, but when I upload it, only the dataset is coming over - so in my workspace I just see the dataset but not the report

 

What am I missing?

 

(Funnily enough, when I download the same dataset from the server as a PBIX file, the report comes along with it)

    The process you have described is how you import a dataset from a PBIX file.  What you need to do instead is open the PBIX file in your Power BI Desktop and then use the "Publish" option.
