Upload Excel to power BI shared workspace

I have a spreadsheet- is NOT on onedrive and it is NOT on my local drive - it is on my server.  When I publish from excel it automatically publishes to my own workspace and does not give me the option to publish in a different workspace as below.  Do I have to save it on my local drive and then publish it?

You can try to upload Excel Workbook under specifir worksapce using upload feature.

But if you upload an Excel Workbook you cannot download it and edit it from what I can see, so would suggest  you to have the Excel file stored in OneDrive for Business, OneDrive personal or SharePoint Folder and then connect to the data in the Power BI Service.

That will then give you the ability to grant permissions to other users, where they can then access the source Excel file, and update as required.
