I'm using the PowerBi service and I need to upload some big reports (almos 1 GB) that can be updated from the server.
The trobule is that I can't upload a template, and if I upload the report with the data, it takes a few hours because of the internet speed.
Is there any way I can upload the report with limited size data and refresh it in the PowerBi Service?

I'm thinking that perhaps you could use a Parameter for this. So, my thinking is that you create a parameter and set it equal to something like 1. In your query. Add a Keep Rows to your query and set it to something like top 1000 let's say. In your query, check the parameter and if it is 1, then continue on. Otherwise, skip the Keep Rows step essentially so that you return the full amount of data. So, in your PBIX in the Desktop, set the query to 1, refresh the data. Then set the current value of the parameter to something else, save your PBIX, upload the PBIX and then refresh from the Service.
