I have a workspace that I use exclusively for dataflows. My company has a lot of data in separate places, so I built dataflows for each process and use them instead of using power query in the reports. This has made maintenance much easier, and report building is much faster. Recently, someone asked for a table to be joined with another. This can only happen in a premium capacity workspace, but everyone in my company has a pro license. The only way my company would likely allow this workspace to be premium is in a premium-by-user license, which can cause issues with users with a pro license. If the data from a premium license is used in reports that are in pro-workspaces, will this cause an issue?

Some steps can be used in Premium Per user or Premium capacity for dataflow gen1. So the first developer(has premium per user that means workspace is premium per user) has changed some applied steps in dataflowgen1. After that the other second PBI Developer does only pro licence who want to get latest dataflowgen1 data for report. However, because of pro licence the second developer can not access to dataflow gen1(because dataflow is in premium per user). So second developer can not acces latest dataflow gen1. To overcome this issue you may use power apps dataflow. İt has more advance than pbı pro dataflow. But the company has premium capacity greater than and equal to P1. That doesn't matter the developer can make anything in dataflow gen1.
I belive for your case that solution is renting azure data lake gen2: target=_blank target=_blankhttps://learn.microsoft.com/en-us/power-bi/transform-model/dataflows/dat...
And than connect to adlg2 from pbı.
