Upgrade to Power BI Pro
I am new to Power BI, and as a POC we are running Power BI embedded capacity (A4).
The workspace I have created has a little diamond next to it. When hovered over the diamond, it displays "Premium Content". When a user without Power BI Pro licence tries to access the workspace they get the error
"Upgrade to Power BI Pro"
Is Power BI embedded capacity not considered Power BI Premium Capacity
hetaldalia - Sort of. Embedded is designed such that its terms of service are that you embed the reports into web applications so it doesn't exactly surprise me that you would get this behavior since only Pro users should be publishing and otherwise accessing the workspace directly.

A pro license is needed for publishing content to a Power BI app workspace.
Only the P SKU allows free Power BI users to consume Power BI apps and shared content, in Power BI service.

this is a license issue, talk to microsoft and they will probably give you some free pro licneses to run your POC
i believe premium only works if the user has an E3 license
