Upgrade Power BI Pro Issue

I work for an IT Department, won't name the company but I've seen an issue I'm unable to resolve. 

They've tried opening a document on Power BI Pro and it states that they need to upgrade, I've checked O365Admin and checked to see the user has a Power BI licence and

Hi. It looks like you haven't completed your message. That's a message that the logged user doesn't have a Pro Licence in their account.

In order to share or be shared you need pro accounts unless you work with premium.
