While trying out the app upgrade, I added a new dashboard and added it to the content and published the app. The new dashboard is not included in the navigation. Dashboards from the workspace previously included are fine, new ones do not appear.

This is not simply the upgraded navigation but the new app with audience groups upgrade.
The point was that after creating a new dashboard and adding it to the content in the All audience group then republishing the app, the dashboard did not show in the app.
This lasted for two days but then started working so I assume that something was updated after the initial release of the public preview.

Please check some considerations and limitations of app's navigator:
Here are general things to keep in mind when using the new navigation builder:
Report pages are shown in the app navigation area as an expandable section. When a report has one visible page, only the report name is shown. Clicking the report name in the navigation opens the first page of the report.
Note
If you turn off the new navigation builder and then publish or update your app, you lose the customizations you've made. For example, sections, ordering, links, and custom names for navigation items are all lost.
The option to not use the app builder is available.
When adding links to your app navigation and selecting the Content area option:

If you enable custom navigation then it is your responsibility to add your new content to that navigation menu. It is only appearing automatically if you don't enable custom navigation.
