I have a couple reports that I have been manually updating and uploading to BI online. Most of my reports are connected to a SQL database and various Excel reports. Current enterprise gateway that I have does not have access to my excel files. Is there a way I can refresh only the SQL data. The excel files are mostly lookup values that do not need to be updated.
I have tried turning off include in report refresh in Power query. Didn't help.
Any suggestions would be appreciated.

It is not possible to refresh separate data source of a single dataset in Power BI Service. There is an idea about this issue, please vote it up.
Meanwhile, the option you set in Power BI Desktop only works in Power BI Desktop, but will not take effect in Power BI Service. You can consider to put Excel files into OneDrive for business or SharePoint online site, select Allow user's cloud data sources to refresh through this gateway cluster > Apply as described in this article.
