Unexpected Visual Filter Display: Appearing in the App Despite No Visual Selection

Since last month, whenever we open a PBI report, a visual filter immediately appears, even though we haven't selected any specific visual. It is important to understand that we haven't made any changes to these reports, they were already published a long time ago.

What we were able to find out was the following:

1. If all visuals on the page have their columns/measures hidden in the "filters on this visuals", then filter on this visual will not appear when we open the PBI report
2. PBI selects a visual by default. As shown in the screenshot, it selected the map visual even though we didn't click in anything. Furthermore, clicking on any white space in the report continues to exhibit the same issue. This visual selection appears to be somewhat random.

How can we address and fix this issue?
