I don't use Power BI much so forgive me if there's an obvious reason!    User is reporting underlying data option disabled.    source is confirming option "allow end users to export data with cur...

    No, it should be set for security groups. Create AD Groups

Sorry I didn't understand!!

The export feature needs to be activated at the Admin portal level.

Is that set for individual users? both users are not the owners of the data. one can select underlying, one cannot.
