Unable to sign in to PowerBi GCC

Hello,

My organization has PowerBi Pro for GCC licenses, when I try to sign in to https://app.powerbigov.us, it prompts me to login to Fabric and then gives me the message:

We can't finish signing you up because Microsoft Fabric free isn't currently available for your work or school account.

Is there a step I am missing?  I am a Global Admin, though I don't have a  PowerBi Pro license assigned to my Global Admin account, is that a requirement?  I understand that Microsoft is transitioning into Fabric to manage PowerBi, and that Fabric is not yet available for GCC, but surely you should still be able to manage PowerBi for GCC without going through Fabric?

I was able to get in, now seem to be unable to find the default environment.

I believe it is working for GCC now!

Any luck yet?  I heard the preview version ended October 1 and now GCC tenants could possibly use Fabric.

Might have to give up on Power BI because this issue.
