If you are using Web.Page function in your Power Query ( you can check it in Query Editor -> Advanced Editor), it requires gateway after publishing the report to Power BI service. See: https://docs.microsoft.com/en-us/power-bi/refresh-data#local-files-and-files-on-onedrive-or-sharepoint-online
You can use on-premise data gateway or on-premises data gateway (personal mode).
