Unable to select [underlying data] when exporting data on Power BI website

I've seen that link, but I'm not sure which one is the cause.
I think the data is probably also a problem, but I still don't know what kind of data can or can't be output.Correspondence to the condition of the link destination is as follows.
Export using Underlying data won't work if:
- the version is older than 2016.
-> Power BI Desktop Version : 2.109.844.0 64bit 2022/09 - the tables in the model don't have a unique key.
-> I tried setting the key column from the property in the model in Power BI Desktop - an administrator or report designer has disabled this feature.
-> I don't know where the "Underlying data" setting is, but I didn't change it - you enable the Show items with no data option for the visualization Power BI is exporting.
-> I haven't enabled that setting in the report's column settings in Power BI Desktop
I did some research and found the following differences:
All of the following are the results of uploading pbix files created with Power BI Desktop.- Excel file dataset -> 〇 Can be exported with "Underlying data"
- ODBC data set -> × Unable to export with "Underlying data"
- SQL Server Dataset -> × Unable to export with "Underlying Data"
Is there anything that changes whether export is possible or not depending on the difference in the above dataset?
