In the Power BI Service, we are unable to see existing gateway connection users or manage users.
The Navigation path is as follows:
Settings > Manage connections and gateways:
Under connections, the Users section is blank:
Also, when you click on the 'Manage Users' property of a connection, the dialog box that pops up doesn't show existing users, does not update from our Entra instance (if you want to add a new user) and just hands in a 'Loading' state:
I reached out to Microsoft, and it seems this is due to a Continuous Access Evaluation (CAE) policy, whereby Power BI does not support this currently. They've offered a workaround, but wondering if anybody else is facing the same issue or if someone on this forum is aware of an ETA for when Power BI will support this access policy.

CAE is still in preview for Power Platform services, and currently only Dataverse supports CAE. Other services, including Power BI, are planned for future support but are not yet fully integrated. Microsoft acknowledges CAE as a critical security feature for real-time policy enforcement, but gateway user management in Power BI does not support CAE yet. This is why the “Manage Users” dialog hangs or fails to load when CAE is enforced.
Please try alternative workarounds.
1. Disable CAE temporarily for the affected accounts or create an exception for Power BI service.
2. Use Power BI REST API to manage gateway users.
Endpoint:
https://api.powerbi.com/v1.0/myorg/gateways/{gatewayId}/datasources/{datasourceId}/users
Note: You can add/remove users via API even if the UI is broken.

Thought I'd add to the conversation.
That switch for tenant administration on the gateways page has existed for quite a while now I think, I remember it being there since at least january.
It allows a tenant admin (global admin, Fabric admin, or power platform admin) to take over gateways that they currently do not have permissions on.
As a fabric admin, you can also access gateways in the power platform admin portal (same gateways, just another place to mess with them)
@Jesuseun, if you have admin rights on the gateway, you can see all connections on the gateway. So the first step if you need to be able to manage all connections is to get admin rights on the gateways.

As far as I'm aware this is how it currently works. It is particularly painful because if you are not an admin on the gateway server, you cannot see other gateway servers even if you are a Fabric administrator or Power BI administrator. Hopefully there will be something in the works to fix it soon. And by the way, what was your work around that was offered?
@GilbertQ They added that fairly recently.
Switching that on will show you all gateways in a tenant.
Ok interesting. I have seen that switch in the Power Platform Admin Centre and when using the toggle it still did not show gateways I was not an admin of!
Make friends with the Tenant admin and have them show you what they see...
Obligatory note: Careful what you wish for. Some of these things cannot be unseen.

Thanks for your responses, and taking the time to contribute to this thread.
A couple of things:
The issue started towards the end of July.
Other gateway admins at my organisation are having the same issue.
Apparently it's something to do with continuous access evaluation.
Not sure why it's only impacting the gateway area of the service. For instance, I can see/manage workspace users.

Apologies for the slow response.
Our system admins implemented your first suggestion, which was to add us to a temporary group where CAE is not applied.
Following this update, we can now view/modify users in the gateway/gateway connections area of the Power BI Service.
This is only an interim solution.
Please - is there a portal/link where we can track when the Power BI Service will be able to support CAE?
