This happens because the Matrix visual only shows the horizontal scrollbar when the total column width exceeds the visual container width. After refresh or publishing to Power BI Service, Power BI recalculates the layout and if the columns fit within the visual area (especially when row headers are frozen or auto-size is enabled), the scrollbar disappears. To resolve this, disable Auto-size column width and manually increase column width or reduce the visual size so the content exceeds the container, which forces the horizontal scrollbar to appear.

    Hi Baji_Gunturu ,
This behavior occurs because of how the Matrix visual is designed. In a Matrix visual, row headers are frozen by default, similar to frozen panes in Excel, so horizontal scrolling applies only to the values section and column groups, not to the row headers. Because of this design, when many fields are added to the Rows bucket, it may appear that horizontal scrolling is not working in Power BI Service. u= To manage this , there are few workarounds such as reducing the number of fields in the Rows area, moving some fields from Rows to Values or Columns so they become scrollable, increasing the visual width so the scrollbar appears properly, or using a Table visual instead of a Matrix when the report requires many horizontally scrollable columns. This behavior is by design, so adjusting the visual structure is the recommended approach.
