Unable to refresh in PowerBI Service through Local Gateway.

Nope, all my office are 32bits, I have tried to install a 64bit Access Database Engine, the PowerBI desktop version then cannot refresh with my Access database while the Service version also cannot connect to the Access

Community Championas mentioned by lbendlin you have to install 64 bit of all (Power BI Desktop, Access Database, Access database connector) to resolve this issue.
Also if your gateway is hosted in different machine you have to install 64 bit access database connector on that machine
