Wouldn't it be nice to tell the user what information is needed 😬

Download the report, open it in PowerBI Desktop, go to the query editor to update the data and see if you see the message. Also, go to the data source settings and click Edit Permission so that these two data sources point to the two databases and make sure that both data protection layers are organized. Then republish the report to the Power BI service, go to Manage Gateways, and make sure that the data protection levels for these two SQL data sources are also set to Organization. Then update the dataset again.
