Hi,
Datasets settings says that I am the owner of the dateset.
When I am trying to update the dateset it says that the owner is another.
I set a screencapture below (the first black account is mine, the last is account which is disabled).
I haven't seen the opportunity to take over of the dataset. What should I do to get the possibility to refresh the dataset?

If you the administrator of the current workspace ,you should have the permission to take over the dataset here,
If you didn't find it ,it is recommended to open a support ticket to let engineers look into the issue on your side.

Try to take over dataset from here:
https://docs.microsoft.com/en-us/rest/api/power-bi/datasets/takeoveringroup
Click on this link and click on Try Me
Enter Workspace ID and Dataset ID
That should let you takeover the dataset and then try to schedule the refresh
