unable to refresh the PowerBI report. One of my team mate have used existing report dataset to build the report. But when we tried to refresh from Desktop, it is not working. When we tried to publish the report in Workspace. We dont have option to refresh the report under dataset.

You cannot refresh reports that are connected to datasets. They are, by definition, always refreshed. It is called a live connection. The refresh has to happen in the source dataset, then your report will always be up to date. You may need to refresh the browser to update it, but there is no dataset for you to refresh in this report. If you will notice in your PBIX file, there is no Data view. It is because there is no data. It is only in the dataset you are connected to.
DAX is for Analysis. Power Query is for Data Modeling
