Unable to purchase power bi license with my Microsoft 365 Business Standard admin account

I am trying to purchase a power by license. I cannot find the purchase services option under billing as described in an article in this blog. 

I should see an option called purchase servic

First sign in to Microsoft 365 admin center (you need to be an administrator)
